Juvenile Booking Photo Limits
Red River Valley Juvenile Center is not an adult mugshot source. It is a juvenile detention and placement facility operated by Tri-County Community Corrections at 600 Bruce Street in Crookston. It serves male and female adolescents, including secure detention and non-secure residential placements. No public juvenile roster was located in the research, and general public access should not be expected.
Minnesota juvenile records law is a major limit. Minn. Stat. section 260B.171 restricts juvenile law-enforcement and delinquency data. Do not route juvenile photo questions through the adult NWRCC roster, and do not assume juvenile booking images are public.
Federal and ICE Mugshot Limits
Federal and immigration custody systems do not work like a county jail mugshot page. NWRCC's roster page says people housed for Immigration and Customs Enforcement can be located through the ICE Online Detainee Locator after transfer, and information on people housed for the United States Marshal Service is routed to USMS FOIA or usms.foia@usdoj.gov. The BOP locator is for federal sentenced prisoners and many former federal inmates. Those tools locate custody, not public mugshot galleries.
The NWRCC immigration page explains A-number searching for ICE. If the alien registration number has 8 digits, a leading zero may be used in the automated phone system after dropping the A. This helps locate a detainee after transfer, but it does not provide a county booking photo. Federal mugshot access, if any, is handled through the federal agency's records process and may be withheld.
